It's possible, but we'd need to pass an amendment allowing that to be the case.

I don't think it would.  In fact, I don't think the senate even needs to be involved for this scenario.  The 2 regions would agree to combine their regional governments, and remain separate for senate representation.  Simple.  Smiley

I would be in favor of such a plan (in fact I proposed it once, a few years back.)

Why would the Midwest and Pacific regions want to give up one of their senate seats?  That would be like a state in the USA voluntarily giving up one of its reps in Congress when it wasn't required to do so.
