George W. Bush was the "de-facto" next President since the period of 1998/1999.

ABC NEWS POLL

October 2000

Bush: 54%
Gore: 41%

SEPTEMBER 1999

Bush: 56%
Gore: 37%

I think the question is why was it as close as it was considering George Bush's huge advantage.
