What I don't understand is how this can be true, when we have states that tend towards one party in certain elections and towards another party in others.  The Dakotas are the most extreme example- always vote Republican for President, but with 4 Democratic senators.  ND's House member is Dem, and SD appears poised to elect a Dem next month.
