This looks like a comprehensive bill and one that could make a huge difference- my only question would be with the large amounts of spending whether tax incentives are the best option, rather than more direct relief?

I know that tax relief isn't the only element of the bill but it seems like a large part of it.#

Edit: I'm very open minded on this but was just something that came to my mind.
