Most underrated evil person in history?

Who do you think is the most evil person in history that often isn't classified in such a category?

I'd have to go with D.F. Malan. He had a very oppressive regime, and I would argue he was the worst of all the Apartheid leadera, which is really saying something.

Malan was a nasty piece of work, but H.F. Verwoed's handling of the Border War and the Bantustans was the worst atrocity committed in South Africa since decolonization. South Africa's history is just one bad thing after another.
