I vaguely remember reading in Jean Edward Smith's bio of him that he didn't vote; more generally he avoided getting involved in partisan politics prior to the 1952 election, to the point that both parties talked about drafting him in both 1948 and 1952.

Despite his apolitical public posture and his moderate presidency, Eisenhower was personally pretty conservative and my guess is that he privately favored Republicans for the most part during the 1930s and 1940s.
