They pay them every time they get paid. They just get all their money back (and then some thanks to the fully refundable child tax credit) when they file at the end of the year. That's the beauty of the 47% comment. Most of those people don't even realize they are part of the 47%. They get their check and money's gone. It's those other people who don't pay taxes.
