Option 1, because Manhattan is extremely monolithically liberal.

I mean, as you get over to the Upper East Side, you find a lot of precincts with over 20% of the vote for Trump (and I would have to imagine higher percentages for Romney, possibly indicating a higher "Republican" share than Trump's share?), so they exist in some measurable form.  We shouldn't forget that TINY "political minorities" like 20-30% of the population is still a significant chunk of people.
