Obviously Russia, either in favor or against it.

Even the support for Ukraine is better defined in shape only because RUSSIA attacked.

Well, yes, in the sense mentioned here.  Russia, after all, is a nuclear power.  We treat nations with nukes differently that nations without nukes.
