If we are talking about 2006, then the answer is no, as Jim Webb ran well behind Warner in all parts of rural VA and only won thanks to running ahead of Warner in NOVA
An actually interesting question would be why Webb underperformed Warner in rural areas, considering he seemed like more of a "good 'ol boy" than Warner.

I doubt that was the case. 2001 seemed pretty economic driven and Warner made an appeal to those left behind by VA metro growth and it resonated (not that he or anyone could substantially improve rural VA). 2006 seemed pretty macacca driven which helped Webb in more diverse areas.
