Obviously the GOP. It's just slightly less of a win than in the 2010 cycle since Democrats tried their damnedest to not unilaterally disarm and overturn some maps in addition to having been more successful in prior statewide elections. But even then those victories like the Illinois and North Carolina maps are going to be very short-lived.
On the positive side, for both parties, it appears that both of their floors have increased. And I doubt that either party will be shut out of the House for eight years or longer anymore, as happened with the Democrats last decade. Simultaneously, that means both ceilings have decreased as well, but that's likely a worthwhile trade for more safe seats in these polarized times.
