California will be the last State to certify Election Results. That will be on Dec. 14th

Once that is done Clinton will likely have more than 2 Million Votes more than Trump.

How many ballots left there are in closest states?

Nobody knows, but only a few provisional ballots I guess.

Many states will count on for another 3 weeks.

By mid-December, all states will certify their results.

As far as I know the last State to certify the Nov 8th Election Results will be CA on Dec. 14th

I think CA has shifted 1% to the Left since election night.  So as badly Trump did on election night in CA the mail in votes were even worse for him.

I think it's more the Provisional Ballots.

LA County did another Update today and Clinton netted another 89000 Votes or so which will push her lead to over 2.5 Mio nationwide. About 400K left in CA but we don't know how many Provisionals left in IL, NY, MD.

Wasserman also says that Clinton could come really close to Obamas 65.9 M Total when the Absentees & Provisionals from NYC will be added. Upstate they have apparently finished counting.

So, more ballots still left to be counted in PA than in CA? Wow, sounds interesting...

New York City has the most Ballots left to count/publish. Wasserman says it could be between 300-400K. NYC Elections Board hasn't updated Results since Election Night. Clinton could be getting very close to Obamas 2012 Total of 65.9 M Votes. She currently sits at 65.4 M Votes less than 400K Votes away from Obamas 2012 Total.

The NY state certification shows 30k fewer votes for Clinton in the Bronx than in the official NYC report. One of them messed up.

Also, the results in Floyd County, Indiana have been corrected, with Clinton losing 6k votes. It actually showed a swing to Clinton from 2012 in the original results, which had to have been an error.

What do mean by that?

Based on the current data coming in we have
 
Clinton        65.76 million     48.29%
Trump         62.92 million     46.20%

and then extrapolating based on current vote shares in each state and estimated votes outstanding we currently have

Clinton        65.79 million     48.28%
Trump         62.96 million     46.21%

For a Clinton lead of 2.07%.

Outstanding votes are will be from MS NC SD WV and maybe some more from IN and PA.  I doubt there are any more from NY or CA.  Most likely at most 70K left.  If so I guess Trump will not make it to 63 million votes and Clinton will miss Obama's 2012 total vote by a bunch.

How many votes do you expect are still to be counted in Pennsylvania? Enough to down Trump MOV to 0.5 or less?

So, it looks these are the Final Preliminary Popular Vote Totals for President of Election 2016 give or take 1K Votes.

Mississippi is the only State which hasn't given Official Results. Everything else is in. Clinton beat Trump by 2,859,931 Votes or 2,09 Percentage Points. She got 232 Electoral Votes for it and is just 97K Votes shy of Obamas 2012 Popular Vote Total.

Keep in mind that George W. Bush beat Kerry by 3 M Votes netting him 286 Electoral Votes and Re-Election.

I suspect the FEC have Official Results some time next year.

New York State is going to correct the "Vote Counting Error" out of the Bronx per Deputy Director of Public Information Thomas Connolly as well as other "Voting Discrepancies"
