15 is where I would draw the line, personally. 14 for permit, 15 for license.

What if the parents and siblings aren't around or are controlling to an unhealthy degree? (my family forbade from having opposite-sex friends)

A provisional license (such as to/from work, church, within a 40 mile radius during limited hours, or school), maybe. No way to a full license for a 14-15 year old.

No. And in fact it shouldn't be allowed until you are 18. (maybe 17 for a practice license; or a small exception for small motorbikes)

To those who say "no", how else do you propose that 14 and 15 year olds travel?

1: By bus

2: Ask their parents to carry them around

3: Taking a taxi (only in special occasions, taxis are expensive after all)

4: Walking/Bike

As a 15-16 year old I don't remember having much trouble with transportation or any need for a car.   The bus was all I needed tbh. Even in a rural area, how often do you actually need to leave town? (which since it's a rural area, it will be a small walkable town I assume). For school there will be a bus.

Maybe so.  I still see no reason why an upperclassman in high school should not be able to drive a car, though.

Fair enough, though taxis and relatives driving still exist in America even if the former is expensive and the latter is annoying.

I guess the biggest problems would not be in rural areas but rather in medium sized towns (too large to be walkable, too small to have decent public transport)

I am reliant on the Uber to get to church when I am at my parent's house, but there are usually about two cars across the county during the day time hours. There are obviously no actual taxis in a county of 800,000 because everyone owns multiple cars.

"Relatives" is also likely much more difficult. Almost every family will have two working parents (fortunately not the case for me, nurturing my non-driving dependency), effectively unavailable from at least 8-6:30 on a good day. People from other parts of the country are in awe that all my relatives live 40-60 minutes from me, but these are all working people with children too, who couldn't just drop everything and drive me somewhere.

In most cases these should not be one-off needs since any good high schooler ought to be working. In hindsight, being driven to all my high school jobs was one of the six dumbest and least efficient uses of time in the history of western civilization. But I'm not really into ranking things.

I certainly disagree with that statement. I don't think any high schoolers should be working, or if they do, it should be informal jobs at best that are close to home or school. (Cutting the neighbour's grass, teaching the kid 3 blocks down some primary school stuff, etc).

How common is it for high schoolers to be working?
