When do you think this trend will stabilize and NY will keep all of its eV's?

I think it might stabilize soon. It was already supposed to lose only one this time (and with like 5 more seats in the House he would indeed have lost only 1). Just compare it with 1980 (lost 5) and 1990 (lost 3). I guess by 2030/2040 it will start to doing like Massachusetts or New Jersey : losing 1 seat, then remaining the same, then losing another seat, then remaining the same... It won't go below 20.

Maybe never. It needs to grow above the national growth rate, and it's not implausible that it might never do that again.

I don't think NY's growth rate to recover significantly. I however do expect the national growth to slow down significantly, as it has happened in other western countries. In this case, NY's growth could get closer to the national average : if not superior, close enough not to lose significantly.
