I guess Jeb Bush is Daenerys Targaryen then? Their family once ruled the land, their reign ended when the Mad King (W.) was thrown off in rebellion. Now they've picked the opportune time to return from exile and stage a comeback.

As for my earlier point, Joe Biden is the rightful heir. and would be a just ruler, but he's unable to inspire the love of the people, and those who rightfully owe their allegiance to him have abandoned him for more charismatic contenders.
