I will be breaking the tie against the passsge of this legislation.

I urge the Senate to reintroduce this bill and pass Section II's amendment, however, section III's amendment is flawed and ought to be reformed as opposed to being declared a "non hazardous or non-pollutant/contaminant substance."

Mr. President, I cast my vote as a Nay.
