Because it creates a free-loader problem, they get the benefits of being in a union without paying membership dues.

How so?

"4. It is hereby illegal in the Mideast Region for any non-union employee to take advantage of any benefit or perk that was gained or provided to employees by a union.This includes wages, health care, vacation, pensions and any other benefit provided by the union. The non-union employees will have to deal directly with their employer in order to set their own wages and benefits."

Yeah, I found it - I was looking for it in the original statute on accident.  Well, we could make the arbitrator appointed by some type of labor board.

Alright, I'd like to at least be able to draft an amendment, but it seems everybody else wants to cut off debate.

Voting is now open on the bill.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 48-hour vote.

Voting is now closed.  The AYEs are 4, and the NAYs are 1.  The AYEs have it, and the bill is passed.  The bill is now passed onto the Governor for his signature or veto.

Bills can have identical names.  It's already been passed... any changes (including to the title) would have had to have been made before the final vote.
