I think the idea of regional opt-outs for something like this are completely silly, but Regions are in luck either way, because I don't think there's a way I could vote in support of this. I'm not necessarily opposed to restricting very large sugary drinks instead of this, but this seems too far.

Franzl's version of the bill bans all refills on any drink served with sugar or alcohol, strictly and with no exemptions. The first amendment bans refills only on 16oz and larger drinks served in specified locations, with a higher sugar count than the original bill. The second amendment bans drinks outright 20oz and larger, which are huge drinks. Both amendments exempt milk and juice drinks, which the original bill didn't do.

They're just compromise amendments, meant to step forward a bit to the goal Franzl set out (and I agree with in principle) but don't do so too broadly too soon; creating more responsible drinking habits while doing so only stepping on the much larger excesses. It's much more middle of the road.
