Neugebauer got 64.4% in the 2014 primary, though I don't think he campaigned heavily.

Agreed.

Neugebauer was involved in Lubbock city politics before going to Congress; reading between the lines in the article it seems this is more driven by some sort of personal or local feud than something ideological. The mayor seems to think highly of himself, and seems to be quite ambitious.
