excellent. atlasia abolished daylight savings time last year so this is a change that makes sense.

No.  It didn't specify that it would take effect this election and therefore will not take effect until October.  It technically doesn't come part of the constitution until after it is passed, which is after this election started.
which is good, of course. changing the rules in the middle of an election seems a bad idea
