From 1 Jan 2015 to 31 Mar 2016 the IRS hired 2000 former employees, of those 200 ha been previously fired for conduct or performance issues, including several who had willfully failed to file their own taxes and four who were under investigation for unauthorized access to taxpayer information.

The security clearance and suitability process was bad then and worse now.
