For those who haven't built their states yet, you'll be able to enter Turn 0 if you finish your states before the Step 1 finished. Otherwise, you'll play from Turn 1.

Some experimental stuff involving Dakota.
I'm not sure what do to with counties. If I leave them unchanged there would be 655 of them - which is  a lot for a state (although the vary large size of Dakota might justify that)
