In Minneapolis it'd be called something like Mill City. Here's how I'd see each season:

Season 1: The streets of north Minneapolis. Just like The Wire's season 1.
Season 2: Based around some hipster guy who's a coke and ecstasy dealer who lives in Uptown and isn't violent but supplied by nasty people and ends up a probe target...basically the "hipster season".
Season 3: Corruption in the City Hall and based around a councilman heavily linked to a criminal front business.
Season 4: Actually mostly based in St. Paul this time, maybe more corruption but on the state level. Also heavily based in the Hmong community.
Season 5: The Feds come in investigating a Somali terror cell. Basically a look at the Somali community and African immigrant vs. African-American tensions.

Season 1: Acre's Homes - black street gangs and inner city poverty interspersed with drug dealers and dream-chasers in the Third Coast hip-hop scene

Season 2: Southeast Houston - illegal Central American immigrants hiding from the feds when they're not hiding from the south-of-the-border drug cartels they occasionally cross paths with

Season 3: Chinatown, Alief - massage parlors, brothels and Southeast Asian human trafficking

Season 4: West Houston - a very wealthy, cocaine-using oil & gas investor who dabbles in Republican politics while hiding his gay lover, a Museum District art seller, from his conservative family and friends; things get messy when his dealer attempts to blackmail him and an FBI agent tries to get him to serve as an informant

Season 5: Northeast Harris County - poor white trash dealing in meth and pills; less The Wire and more Justified

Not many. But a few months ago the FBI was investigating financial ties between some Minneapolis Somalis and the group that did the Kenya mall attack. So based on that kind of.
