Who will be the next US president to not bomb Iraq?

I think Reagan was the last US president who never ordered air strikes on targets in Iraq.  Who will be the next president who doesn't do so at some point during their administration, and approx. when will they be inaugurated?

The next presidential administration is nearly upon us.  I suppose if the battle for Mosul goes really well, then IS won't have much foothold left in Iraq.  But they'll still presumably have enough presence there by Jan. 20th that the next president will still be bombing Iraq.  Maybe the next president after that though?
