We endorse the Ottoman plan and strongly condemn the Germans' stance on this. While the Ottomans and the Americans are currently seeking a middle ground regarding Turkestan and the humanitarian needs of the world, Germany has gone on the record to say that any incursion into Turkestani territory will result in war. However, Russia has a right to protect its people from ethnic cleansing, as you would if any other country was doing this to you. The world simply cannot sit by and watch as a few rogue nations massacre an ethnic group.

Italy would be delighted to help search for a middle ground, but with all due respect to the Germans, taking a hardline position on this will result in the extermination of Russians in Turkestan.

France strongly endorses the Ottoman plan. We feel that the German position against any interference is a short-sighted one. We must take all steps to end ethnic cleansing going on in Turkestan.

Pardon me for being candid, Your Majesty, but your country barely started to recover from a war that almost ended your rule. Russia is in no position to get involved alone in crisis of such magnitude. Overextending, especially at such point, one's efforts is as dangerous as pretending everything is fine, both at home and abroad.

The Ottoman Empire seeks to resolve the crisis, which of course includes protecting Russian nationals, by an international effort. Working together with other powers, now that you need to focus more on rebuilding than foreign expeditions, would be a right decision for Russia. And we would be most happy to work with you. Just as you wants to protect ethnic Russians there, we wish to protect the rights of our Turkic brothers. I would say that's a good basis to cooperate.

You should be glad that we are taking this upon ourselves, and to suggest that we are ill-equipped to fight tribesmen in the steppes is insulting. And given the Americans' bullying of Denmark and your conquest of half of Bulgaria in a war of blatant aggression, you have little position from which to condemn us.

The USA appreciates the Tsar's urging of the Danes to peacefully negotiate the transfer of Greenland. Now- it must be clear to the Danish that holding Greenland is not a feasible option

We certainly do have a strong interest in resolution of this crisis. Russia is talking like she was the only part concerned with the events, which is simply inaccurate. We are bordering Turkestan by Caspian Sea (very sensitive point on the map). Also, most of the region's residents are Turkic, and we don't want to see our brothers under any yoke.

Also, given the fact Turkestan directly borders with the British territories, I believe it concerns London as well.

Turkestan is a common problem.

Turkestan is a common problem.

I'm not surprised, as London has already signed off these territories once. However, we will not sit by and see Turkestan falling under any foreign rule.

If Russia enters Turkestan, we will have no other choice but to resort to severe sanctions against Petrograd.

The Tsar's "hollier than thou" attitude is laughable, given he was an agressor during the Second Great Turkish War.

The Ottoman Empire has no problem with Russia taking action in Turkestan, provides, as France just stated, that it's done within the international community.

Germany also has no problem with the Russians acting with an international mandate. This mandate is however not given yet, as the international summit to give it has not yet been called.

Germany reannounces that we are very much in favour of an international summit to resolve the Turkestan question.

Deutsches Reich - Early 1905

- To resolve the situation in German South West Africa, a commission of civilian and militarian governors is sent to Windhoek. 3 civilian governors, including Mr Heinrich Schnee, and 2 military governors, appointed by the Reichstag for renewable periods of two years, shall administrate the country and enhance the infrastructure and economical situation of the country, and shall be directly answerable to the Reichsamt des Inneren. The division between aboriginal and German land shall be abolished, and matters to integrate the aboriginal people into the German culture shall be tried. Furthermore, any German citizen settling in German South West Africa to farm shall be granted 150 Acres of land for free, after dwelling and farming there for a period of five years. In addition, the council of governors may apply to the German government for financial means to fulfil this goals.

- We congratulate Prime Minister Pilsudski over his recent election, and hope to continue our sucessfull common policy.

- Prince Leo Sapieha is appointed to serve as the Lithuanian King. The executive branch of the Kingdom of Lithuania  shall be the a Royal Government, elected by the Lithuanian Sejm and led by the Prime Minister.

- The Master of the Estonian Knighthood, Eduard Freiherr von Dellingshausen shall be made Duke of the Balticum. We would be open to leaving the Turkic kingdoms that are not engaging in ethnic cleansing intact, but the ones that are engaging in the blind mass murder of the Russian people cannot stand. Since the British and the Ottomans have renounced their claims of Turkestan, I see no other possibility but to join the United Kingdom in endorsing the Russians moving into those kingdoms.
