oh, ok. in that case...Yes, the bible is self-fulfilling in that God can see into the future and guides the events of the earth:
"They did what your power and will had decided beforehand should happen." Act 4:28
I think his point is that it's probably the case that many people are saying "oh, the Bible says that Jerusalem will be the center of focus, I'd better focus on it", and as such, the idea that Jerusalem will be focused on comes true, but it wouldn't have come true if you didn't have a book saying it would. Hence, self-fulfilling.
