All the evidence available to moderators was made available to non-moderators.

All the evidence?  Um, your assumption, you mean?

Well, let's see...

1) "Joe Democrat" was without doubt some kind of sockpuppet.
2) Sockpuppetry is a bannable offence.
3) "Joe Democrat" was banned. Considering the only bannable thing he did was sockpuppetry, that means that the moderators knew that "Joe Democrat" was a sockpuppet.
4) Nobody else was banned. In other words, either (a) the moderators did not know who the puppetmaster was, or (b) the moderators knew, but did not ban the person responsible.
5) (a) seemed exceedingly unlikely.
6) (b) meshes very well with the fact that you, Mr Republic, have a history of using your position as moderator to get away with bannable offences.

So, not 100% certainty, of course -- it is now obvious that (a) is correct -- but I am sure that we can all see the train of thought here.

The mods never had any clue who Joe Democrat was (until now).  Obviously, we were very curious, but never guessed that it was Aizen.  BritishDixie was one hypothesis, simply because the registration email had a .uk suffix, but it didn't fit the normal BritishDixie pattern in other ways.

Joe Democrat's IP traced to Las Vegas, and Joe Democrat Returns's IP traced to San Francisco.  The Professor traced to Colorado (though not the same IP that Aizen used to post from under his original account), and Mister Twister traced to Japan.  Aizen was smart enough to evade sock detection with all of his various socks, unlike many of the other idiots who keep trying to come back via new socks, yet make it blazingly obvious who they are.  Aizen will probably come back eventually in a new disguise, and we won't necessarily realize that it's him.

Either he was actually visiting these places, or he used a little technical know-how to "post" from remote locations that didn't show up as proxy servers.  Not that hard to do so, but I'd prefer not to elaborate, to avoid giving people ideas, and seeing the forum flooded with dozens of new sock accounts.

There is no smoking gun.  He might be lying.  But Twister only registered in September.  If he was a newbie, he would have had to have done his homework to work out who Aizen was, who The Professor was, and the fact that they both posted from Colorado and that there'd been speculation that The Professor was Aizen.  Additionally, Aizen, The Professor, Joe Democrat / Joe Democrat Returns, and Mister Twister were all accounts that never overlapped.  The Professor stops posting, and then Joe Democrat appears ~six weeks later.  Then after Joe Democrat Returns is banned, Mister Twister registers a few weeks later.

Additionally, there's some overlap in the style of humor among the various accounts.  It's possible that he's lying, but the most likely explanation is that he's telling the truth.
