I think there's a good possibility we could see that matchup some time in the future.  However, I would be a bit concerned as this map seems to imply that most of the states had a turnout of 0.

How might that affect down-ballot races?

Not quite.  The map in the OP is a intended to show a matchup between Thaddeus McCotter/Wyoming House Speaker Kermit Brown and Jimmy Carter/Dennis Kucinich.

I thought that was obvious but I'll try to be more clear next time.
