Since fireworks aren't specifically addressed in the constitution, I recommend that the regions handle this.

Is this really how we're going to approach issues?
What interest does the federal government have in fireworks policy other than perhaps inter-region import/export? If anything, regulations on the use of fireworks should be a local issue, not even a regional issue.
