Lincoln Fair Wages Act of 2018

Section 1: Committee Creation

1. This bill, if passed, establishes the Lincoln Wages Committee (LWC).
2. This committee shall consist of 10 NPCs appointed by the governor.
3. The committee can be dissolved and reformed by the governor if seen necessary.
4. This committee shall act independently of the executive and Assembly.

Section 2: Jobs of the LWC

1. The LWC is to divide Lincoln into ranges according to cost of living in the area. This can be done in as many ranges an needed.
2. Each of these ranges shall be assigned a minimum wage according to the average cost of living in the range.
3. The committee must be able to mathematically prove that the minimum wage set for each range is enough to cover cost of living.
4. Range boundaries and wages are to be submitted and implemented every four months.

Section 3: Enactment

1. The LWC is to be formed as soon after the passage of this bill as possible.
2. Wage ranges are to take effect June, 22, 2018 and are to be updated every four months afterwards.

Legalization of Gambling Act

Section A: Action
1. Gambling and institutions related to the process of gambling shall be fully legal within the Lincoln region.
2. Gambling institutions that make a profit are subject to standard corporate taxes.
Section B: Restrictions
1. A gambling institution can be deemed illegal if it promotes illegal activities.
2. This can include placing wagers on illegal activities or the encouragement of customers to partake in illegal activities while on premises.
3. A gambling institution can be deemed illegal if found to be fraudulent.
4. Fraud can include refusing a customer to cash out after paying for betting units at a casino-like institution or refusing to allow a customer who has won a bet to receive their winnings.
5. Illegal gambling institutions can be subject to fines and/or closure, whether it be temporary or permanent.
Section C: Enactment
1. This bill is to be enacted immediately upon passage.

Act to Repeal the Balanced Budget Requirement

Section 16. No budget or appropriation bill shall be passed by the legislative power of this Region for which the totaled expenditures exceed the sum of all revenue collected in the previous year.


This amendment would take effect immediately.

Lincoln Rail Expansion Act
Expansion of Line Two:
Line two is to be extended from Chicago, IL to Green Bay, WI with a stop in Milwaukee, WI.
Creation of Line Five:
A fifth Lincoln Rail line is to be created running from Cincinnati, OH to Boston, MA with stops in Columbus, OH, Akron, OH, Scranton, PA, Albany, NY, and Springfield, MA.
Creation of Line Six:
A sixth Lincoln Rail line is to be created running from Detroit, MI to Chicago, IL with stops in Ann Arbor, MI, Lansing, MI, and Grand Rapids, MI.

Procedure for Tied Votes
1. A tied vote is defined when two candidates/options have 50% of the vote, whether there were two candidates/options on the ballot or their are two candidates remaining with 50% of the vote after ranked preference procedures and no voters for either candidate that listed the other as a preference.
2. In this case, votes counted as invalid due to late editing may be counted.
3. If the vote is still tied then the ballot for the tied election will remain open for another 24 hours.
4. If the vote is still tied, then repeat sections 2 and 3.
5. If the vote remains tied after all citizens have voted or there is a 24 hour period with no new votes, the election is to be decided by a simple coin toss.

Lincoln Assembly Act

Lincoln Anti-Lobbying Act

I - Definition: This bill is written as to prevent regional legislators and officials from being influenced by or going into the business of lobbying. This will have no affect on nationally elected politicians.

II - Transparency: All meetings with lobbyists must be recorded by the assembly and will take place in an open area under supervision of multiple lawyers to prevent possible corruption. These lawyers must be independent and provided by an outside source.

III - Restrictions on meeting with lobbyists in office: Elected or appointed officials, including Governor, Cabinet Officials, and Assembly members must be approved by an independent commission to meet with lobbyists.

IV- Citizen’s clause: There will be no restriction on meetings with people not associated with a lobbying firm.

I sponsor this in order to get it into the floor, but I do want to amend some parts.
The governor is able to sponsor legislation.

The Healthy Schools Act

Section I.In order to establish the health and well-being of Lincoln's youth in the schools managed by the government, to produce and foster healthy eating and proper exercise routines among Lincoln's youth, the following provisions shall be adopted:


1. The food offered at lunch in any way by the school to the Lincoln student in the normal activities of the school year shall not contain more than 850 (eight-hundred fifty) calories and no less than 700 (seven-hundred) of these per serving.

2. Schools are to balance the nutrients they have available at the cafeteria, limiting the students' carbohydrate intake in favor of healthier foods (such as fruits or vegetables,) while still being in consideration of the developing child or teenager's nutritional necessities.

3. Every school is to offer to a totality of its student population a minimum of one hour and thirty minutes of exercise per school week to be covered in a Physical Education curriculum.

4. An outreach campaign shall be commissioned, managed by the Lincoln Department of Health and Human Services in conjunction with the Lincoln Department of Education, with the goal reaching the students of the region (using whichever methods they may consider, such as videos, promotional campaigns, or presentations to the students) and communicate to them the importance of a healthy diet and exercise, as well as providing regular basic checkups (covering issues such as weight, height, or blood pressure) by any school nurse which might be on duty.

Section II. This bill goes into effect upon signing by the Governor


Seconded, although I´m concerned about the consequences of this bill and would like to see modifications.
We already passed a bill for this.

We already passed a bill for this.

Oh, ok. I would then withdraw the parts of this bill that are in conflict with L.10.7.4  (namely points 2 and maybe 1) but I rather believe points 3 and 4 are not in conflict with the previous bill, and would instead complement and reinforce it.
Section 1 is not in conflict but still concerning.
