Proclamation of the Shogun calling for a Grand Council of Daimyo


Edo Castle, - Messengers riding horseback have set out for all Daimyo today carrying official letters signed by the Tokugawa Shogun Yoshinobu and embossed with the seal of His Majesty, Emperor Meiji. While details have been scarce, the letters have called for a 'Grand Council' or '大評議会' to take place at Edo Castle within a fortnight. Sources close to the Shogun and within the Imperial Court have over the last few weeks noticed a large increase of communiqué between the Imperial Court and Edo Castle, the residence of the Shogun, with Shogun Yoshinobu having returned from an audience with His Majesty, the Son of Heaven, Emperor Meiji last week.

'...with chaos swirling abroad it is imperative that the honorable and powerful Daimyo of our precious lands come together in the spirit of those who proceeded us to ensure the continued protection and governance of our sacred lands and people. In this spirit and on the advice of our heavenly sovereign to both protect our people from foreign influences and solidify the governance which maintains the stability and peace of our islands, the presence of all daimyo within the court of the Bakufu is so ordered within the period of one fortnight...'

Observers note that such a proclamation, much less a gathering of all Daimyo, is exceedingly rare and has scarcely been seen since the period of the 'Council of Elders' in 1598. Nevertheless, many expect Shogun Yoshinobu to put forth his ideas for a reformation of government that will both ensure continued peace between the various clans, court nobility and the continued dominance of the Tokugawa Shogunate which has presided over the rise of Japan into a first-rate Empire within a matter of decades.
