The only reason he hasn't dropped out already is because he doesn't want Santos to get more than 99% of the vote. Otherwise, he's resigned to his fate

I thought he'd be enjoying his retirement after becoming the longest serving and most beloved congressman in US history.  But given that he voluntarily stepped down at the height of his popularity in order to magnanimously allow his predecessor Tom Suozzi to represent the district once again for a little while, I suppose it makes sense to give the citizens of another district the opportunity to be graced with his service instead.

Not a chance, Santos's base is in NY-04 for decades.

It never made sense for him to run in another seat, even in a primary.

Santos, who faces multiple felony charges, wrote on X that he did not want to potentially divide the Republican vote for first-term GOP Rep. Nick LaLota and help the eventual Democratic nominee in the 1st congressional district.

FWIW, Santos was upset over the passing of the Spending bill that averted a Shutdown which passed the same day

On the Lean R side of the argument though there's the fact that CNN's John Avion is running for the Dems. He's got the national name rec, is a "moderate no labels hero" whatever that is worth when it comes to ideological attacks, and is already pulling in the big bucks from the donors who like those two prior things. It already smells like a 'feast or famine' situation if he gets the nom: someone's going to outperform substantially, nothing in between.
