If I put myself in their place, I think I would probably leave trash as well, knowing "they" would clean it up. I mean, "they" have no respect for me and what I consider my rights, so why should I show them any respect? The Indian tribes have a history of being violated.
As for polluting the river, I don't really know what to say about that. Such a small bunch of waste is going to cause major environmental damage like an oil spill?
