Two routes to go...
Either A) Just let the Chairman appoint someone, or B) let people declare interest, then have a party vote, select someone, and they'll serve.

I'm terrible calculating this, but I tried matching up Chicago, Charlotte, and Savannah as those seem to be the most reoccurring votes, and my count has Chicago winning both of them. This'll probably have to be confirmed by someone else though. Wink
