In this ranking, I included only the post-1930 presidents. All presidents from the Old Republic (1889-1930) were very conservative. They would be at the top positions.
Some right-wing military dictators are considered "less conservative" than some right-wing civilian presidents who came to power in "democratic" ways, because some military dictators, like Ernesto Geisel, implemented some progressive policies in his term.
