It's hard to say. If Clinton has learned one lesson from the Obama administration, it's to not blow all of your political capital on one controversial initiative. This is why she attacks Sanders' health care plan with that 'starting another contentious debate' line and why any comprehensive legislation is probably off the table from day one.
The Hillary administration would probably try to make small changes in several areas and run on the incremental progress in the 2018 midterms, whether that is a winning strategy or not is anyone's guess.
