What laws would President Clinton and a Democratic Congress pass?

I doubt immigration reform passes. It hasn't in thirty years.

Expect a foreign policy-focused Clinton Presidency and maybe some minimum wage raise to $8.00 or $8.75. Any higher would destroy the poor states' employment, which may hurt GOP incumbent governors there but would be a personally terrible thing to do.
