Mustafinist Republic of Hashland (or Mustafinaland)Sad The Mustafinian Republic of Hashland is a decentralized parliamentary republic with a President-for-Life, guarantor of national unity and cohesion, in the person of Aliya Mustafina. The Federal Parliament (unicameral) is directly elected, and there is extensive devolution of powers to subnational regions. Constitutional provisions defining the state as a Mustafinist-Komovist nation may not be amended except with the authorization of Her Excellency the President-for-Life. The country defines itself as a democratic state, but many aspects of its constitution and political system are considered by some to be illiberal.

The constitution is supplemented by a highly progressive Bill of Rights (which is very difficult to amend), which protects LGBT rights, women's rights, alternative gender identities, ethnic/religious/linguistic/sexual minorities; and guarantees a right to housing, education, food/water and other fundamental human rights (including civil and political rights). Gay marriage and adoption, abortion and euthanasia are legal in application of the Bill of Rights' principles. Prostitution, soft drugs and alcohol are also legal.

The ruling and dominant party is the Mustafinist-Komovist Movement (MKM). The MKM is a fairly unideological (albeit left-leaning) and pragmatic party, with technocratic tendencies. The party's sole ideological document is the Principles of Mustafinism-Komovism (or Principles of the Movement), parts of which have been integrated into the constitution. Elections are free and fair, but parties seeking to register must have a platform conforming to the Bill of Rights and the constitutional articles which cannot be amended. Similarly, civil liberties and free press are guaranteed but speech and press which criticizes the President-for-Life, incites opposition to the protected articles of the constitution and the Bill of Rights is banned and punished.

Hashland is constitutionally secular and religious observance is generally low, but all religions are respected as long as they conform to Bill of Rights and the Mustafinist-Komovist nature of the state. Critics contend that the personality cult around Aliya Mustafina and other Heroes of the Movement (Viktoria Komova etc) constitute a form of state religion.

Taxation is rather heavy, with a steeply progressive income tax, a relatively high corporate tax and an environmental (carbon) tax on polluters. Hashland prides itself on its robust social security system, based on the Scandinavian 'universal' model. There is a guaranteed minimum income aimed at reducing poverty, a robust education and (universal) health system and state support for young families, the elderly, the disabled and the youth. Private, including confessional, education is legal but it cannot be funded by the government and it must conform to the state curriculum. Alternative private healthcare, however, is curtailed. There are fairly stringent welfare requirements, to discourage welfare dependency and to encourage those on welfare to seek employment. The government provides vocational training. The budget tends to be tightly controlled to prevent deficits and excessive public debt.

Economic growth has tended to be high, but critics lament that it is not entrepreneurial or innovative and favours the public sector over the private. Economic and social policy is generally handled by technocrats, associated to the MKM.

The use and exploitation of natural resources is supervised by the state and must conform to strict constitutional requirements, notably on environmental impact. There has been substantial investment in alternative energies (solar, geothermal, hydroelectric) for power generation.

The state spends very little on defense and only intervenes in foreign states for humanitarian reasons. It does, however, have a fairly active foreign policy. Immigrants and refugees are welcomed and illegal immigrants have a path to citizenship if they conform to the principles of the state and are of good moral character.

HASHLAND POLITICAL PARTIES AND GOVERNMENT

The Mustafinist-Komovist Movement (MKM) is the governing party, and the dominant party in federal politics. The party's ideology is Mustafinism-Komovism, the founding ideology of the Republic. The party's sole ideological documents remains the Principles of Mustafinism-Komovism (Principles of the Movement). In general, the MKM leans to the left but because of its strong technocratic and pragmatic tendencies, it is described by some observers as being unideological. Comparisons are often drawn to the Mexican PRI. On the other hand, proscribed right-wing extremist organizations claim that the MKM is a far-left autocratic party.

The Constitutional Democratic Party (CDP) is the Official Opposition in the Federal Parliament and in most state legislatures. The CDP is a centre-right party, which is liberal/centrist on social issues (conforming to the basic individual and community rights guaranteed by the Bill of Rights) and more right-leaning on economic issues - it advocates lowering taxes, stricter welfare requirements, allowing for private healthcare, liberalizing the laws on private education, reducing government bureaucracy and an economic policy generally more favourable to private enterprise. To appeal to more right-wing voters, some CDP politicians may take more conservative stances on social/moral issues, while not violating the Bill of Rights and constitution.

The Left Front is the main left-wing party in the Republic. It is similar to the MKM when it comes to social/moral issues or foreign policy, but it is more left-wing on economic issues. It advocates a wealth tax, banning private healthcare, nationalizing major industries (water, electricity, natural gas, national airline, railroads etc) and natural resources, banning confessional private education and gratuity for post-secondary education. It generally supports current constitutional controls on free speech. One of its main criticisms of the MKM regime is the control of economic and welfare policies by 'unelected technocrats'. Despite its ideological disagreements with the MKM, the LF governs in coalition with the MKM in some state government and local level.

The Mustafinist-Komovist Party - Pasekaist (MKP-P) was founded from a split in the MKM, led by the so-called Pasekaist faction. Its ideological differences with the MKM are minute, given that the MKP-P supports economic, social and diplomatic policies similar to the MKM.

Proscribed organizations

Conservative Liberation Alliance (CLA)Sad The CLA is a right-wing organization proscribed by the state for its opposition to fundamental human rights inscribed in the Bill of the Rights and to the Mustafinist-Komovist nature of the Republic. The CLA opposes numerous aspects of the Bill of Rights notably on LGBT rights, women's rights and minority rights. It claims that the Mustafinist-Komovist state is a dictatorial regime, and supports removing President-for-Life Aliya Mustafina from office. The CLA does not, however, advocate for the violent overthrow of the state.

Anti-Mustafinist National Organization (AMNO)Sad The AMNO is a far-right reactionary (fascistic) terrorist group and political movement proscribed by the state for its opposition to the Bill of Rights, the Mustafinist-Komovist nature of the state and its support for armed violence against the state. The AMNO has been accused of various terrorist attacks against public institutions, MKM branches and other symbols of the Republic. Its founder is currently serving a 650 year jail sentence on various counts of high treason, terrorism and anti-Mustafinist actions.

United Belieber Revolutionary Organization (UBRO)Sad The UBRO, also known as the 'Revolutionary Belibers', is a proscribed group led by 30-year old manchilds and teenage girls with screechy voices. The UBRO is banned by the state because of its opposition to the Mustafinist-Komovist nature of the Republic, it seeks to establish a Belieberist (Bieberist) dictatorship. Canadian singer Justin Bieber is currently banned from performing in the Republic due to his alleged backing of the UBRO.
