I assume that's party registration, since the only House seat the Dems won was OK-2.

That makes sense.  OK-2 is the only House seat the Democrats have currently in the state, and barring a major Republican catastrophe, I don't see it changing anytime in the next 6-10 years, sadly.

They could probably turn Tom Cole(OK-04)'s seat Democratic(almost as much as OK-02) by lopping off Canadian and Commanche counties as well as the Oklahoma county portion and replace it the African American and blue collar neighborhoods in Oklahoma city as well as Seminole county.
Cole would have lost to Daryll Roberts in 2002 under this map.

Is that map not of the Coburn/Carson '04 Senate race?

The population of Oklahoma and Tulsa Counties is so great that Coburn's margin was fairly hefty.

Carson won most of the counties where Dems make up 3/4ths of voters.
