With several states neck and neck, what are the possibilities/probabilities that one or more states will go to recount?  If a state does need a recount, will either side concede before the recount (see John Kerry, Ohio, 2004)?

Depends a lot on the circumstances surrounding the recount, and whether there's reason to believe it could change anything.

Probably not, though. Stuff like what the Ohio elections officials want(ed) to do can't be changed by a recount , and if something undemocratic happens, it'll be something like that.
