The first section of this bill is to close a potential loophole in criminal law that a pervert recently raised to try and avoid culpability for a murder. News article here:

The second section provides enhanced sentencing for certain aggravated rapes.

The third section prohibits registered sex offenders from owning bestiality devices.

I do not know how literally any sane person could oppose this.
