That's a subjective definition.  Define the begin of a Presidential race and I'd have more to say.

When the "buzz" starts swirling around it, when potential candidates names are starting to get mentioned, when the candidates themselves start thinking about it, when the media starts getting head over heels about it, just the general first signs of a presidential race starting to break out.

Actually, I guess you could say it began on Election Day 1980 when her husband Bill was elected governor of Arkansas.  A 28-year long Presidential Campaign that is not a guarantee to end in the White House.
