Executive Order #20Pursuant to the powers and authorizations granted to me by the Monumentally Important Act, I, Governor Louisville Thunder, do hereby authorize the following actions and bequests:
1. $30 Million from the Public Monument Art Trust Fund (PMATF) shall hereby be expended for the following civic projects:
Alabama
- Mobile; Cleaning and repairing the 1900 statue of Raphael Semmes (C. Buberl) located on Church Street.
- Montgomery; Commissioning and dedicating a new sculpture of civil rights leader Rosa Parks to be located near City Hall. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
- Tuskeegee; Commissioning and dedicating a new sculpture of scientist George Washington Carver to be located on the grounds of Tuskeegee University. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
Arkansas
- Lake Village; Cleaning and repairing the 1910 Civil War Monument located on Main Street.
- Little Rock; Cleaning and repairing the 1923 David O. Dodd Monument located on the Old Capitol grounds.
- Phillips County; Commissioning and dedicating a new monument to the victims of the 1919 Elaine Massacre to be located near the county courthouse. The reverse of the lead statue base shall feature a relief of a black power fist shattering chains.
Delaware
- Georgetown; Cleaning and repairing the 2007 Civil War monument located at the Georgetown Historic Society.
- Lewes; Cleaning and repairing the 1909 Dutch monument located in De Vries Palisade.
- Wilmington; Cleaning and repairing the 1870 Civil War monument located on Broom Street.
Florida
- Cape Canaveral; Commissioning and dedicating a new sculpture of Astronaut Bill Nelson to be located near the NASA headquarters.
- Daytona Beach; Commissioning and dedicating a new sculpture of Civil Rights leader Mary McLeod Bethune to be located near City Hall. The reverse of the lead statue base shall feature a relief of a black power fist shattering chains.
- Ellenton; Commissioning and dedicating a new sculpture of Judah Benjamin to be located at Gamble Plantation State Park.
- Orlando; Cleaning and repairing the 1911 Civil War monument located at Lake Eola Park.
Georgia
- Atlanta; Commissioning and dedicating a new sculpture of civic leader Ralph Abernathy to be located near the Ebenezer Baptist Church. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
- Atlanta; Cleaning and repairing the 1894 Lion of Atlanta monument located at Oakland Cemetery.
- Athens; Commissioning and dedicating a new sculpture of author Margaret Mitchell to be located on the grounds of the University of Georgia.
- Marietta; Commissioning and dedicating a new sculpture of Congressman Larry McDonald to be located near the courthouse.
Kansas
- Goodland; Commissioning and dedicating a new monument to the soldiers who were killed or wounded during the Kidder Massacre to be located near the courthouse. One facade of the monument shall list the names of the victims.
- Lawrence; Commissioning and dedicating a new monument to poet Langston Hughes to be located near City Hall. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
- Topeka; Commissioning and dedicating a new monument to the participants of the first sit-in civil rights protest in Kansas in downtown. One facade of the monument shall list the names of the participants. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
Kentucky
- Frankfort; Commissioning and dedicating a new sculpture of journalist Henry Watterson to be located on the State Capitol grounds.
- Frankfort; Cleaning and repairing the 1936 Jefferson Davis statue located located on the State Capitol grounds.
- Louisville; Cleaning and repairing the 1895 Civil War monument located near the University of Louisville.
- Owensboro; Cleaning and repairing the 1900 Civil War monument located at the Courthouse.
Louisiana
- Colfax; Commissioning and dedicating a new monument to the victims of the Colfax Massacre to be located on the courthouse grounds. One facade of the monument shall list the names of the victims. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
- New Orleans; Cleaning and repairing the 1856 Andrew Jackson statue located at Jackson Square.
- Shreveport; Cleaning and repairing the 1905 Civil War Monument located on the courthouse grounds.
- Thibodeaux; Commissioning and dedicating a new sculpture of Governor Francis Nicholls to be located on the Grounds of Nicholls College. Such sculpture shall be a bronze cast copy of the Francis Nicholla statue presently on display in the Capitol in Baton Rouge.
Maryland
- Annapolis; Cleaning and repairing the 1872 Roger Taney statue located on the Capitol grounds
- Baltimore; Commissioning and dedicating a new sculpture of poet Edgar Allen Poe to be located near City Hall.
- Bladensberg; Cleaning and repairing the 1925 World War I monument located at Memorial Park.
- Ellicott City; Cleaning and repairing the 1948 Civil War monument located at the Courthouse.
Mississippi
- Jackson; Commissioning and dedicating a new statue to Civil Rights leader Medgar Evers to be located on the State Capitol grounds. The reverse of the statue base shall feature a relief of a black power fist shattering chains in its grip.
- Jackson; Cleaning and repairing the 1947 statue of Governor Theodore Bilbo located on on the State Capitol grounds.
- Oxford; Cleaning and repairing the 1906 Civil War monument located on the Ole Miss campus.
- Tupelo; Commissioning and dedicating a new statue to musician Elvis Pressley to be located on Main Street.
Missouri
- Diamond; Cleaning and repairing the 1943 George Washington Carver monument located at George Washington Carver Park.
- Higginsville; Cleaning and repairing the 1906 Civil War monument located at Confederate Memorial Park.
- Jefferson City; Commissioning and dedicating a new monument to Senator David Atcheson to be located on the Capitol grounds. The statue shall be a bronze casting of the 1928 statue currently located in Plattsburg, MO.
- Mansfield; Commissioning and dedicating a new sculpture of author Laura Ingalls Wilder to be located near the Wilder Museum.
North Carolina
- Charlotte; Commissioning and dedicating a new monument to NASCAR driver Dale Earnhardt near Charlotte Motor Speedway.
- Greensboro; Commissioning and dedicating a new monument to the participants of the first sit-in civil rights protest in North Carolina near the Civil Rights Museum. One facade of the monument shall list the names of the participants. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
- Salisbury; Cleaning and repairing the 1891 Civil War monument located on Church Street.

Nyman, D.C.
- Commissioning and dedicating a new sculpture of disability activist Thomas Galludet to be located on the grounds if Galludet University.
- Cleaning and repairing the 1853 Andrew Jackson Statue presently on display in Lafayette Square.
- Commissioning and dedicating a new monument and sculpture of President James Monroe to be located in President's Park.
- Commissioning and dedicating a new sculpture of Civil Rights leader Frederick Douglas to be located in Emancipation Park in Nyman, D.C. Such sculpture shall be a bronze cast copy of the sculpture on display in the Southern Sculpture Museum. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
Oklahoma
- Claremont; Cleaning and repairing the 1942 Will Rogers equestrian statue located at the Will Rogers memorial.
- Durant; Commissioning and dedicating a new sculpture of an Indian warrior to be located near the Choctaw Nation Tribal Headquarters building. Such sculpture shall be a bronze cast copy of the sculpture A Signal Of Peace (1890, C. Dallin) located in Lincoln Park in Chicago.
- Oklahoma City; Commissioning and dedicating a new sculpture of Stand Watie to be located on the Capitol grounds. Such sculpture shall be a bronze cast copy of the sculpture on display in the Southern Sculpture Museum.
Puerto Rico
- Dorado; Commissioning and dedicating a new sculpture of poet Jose Alegria to be located near Jose Alegria High School.
- San Juan; Commissioning and dedicating a new sculpture of the actor Joaquin Phoenix to be located near the downtown area.
- Guanica; Commissioning and dedicating a new monument to the Puerto Rico campaign in the Spanish American War to be located near the port. One facade of the monument shall list the names of all casualties on each side.
South Carolina
- Charleston; Cleaning and repairing the 1932 Civil War monument located at White Point Garden.
- Columbia; Cleaning and repairing the 1929 J. Marion Sims monument located on the Capitol grounds.
- Columbia; Commissioning and dedicating a new sculpture of Civil Rights leader Sarah Mae Flemming to be located near the Bus Station. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
- Hampton; Commissioning and dedicating a new sculpture of Governor Wade Hampton III to be located in front of the courthouse. Such sculpture shall be a bronze cast copy of the 1906 equestrian statue presently on display outside the Capitol grounds.
Tennessee
- Memphis; Commissioning and dedicating a new sculpture of Civil Rights leader Martin Luther King, Jr. to be located near City Hall in Memphis. Such sculpture shall be a bronze cast copy of the statue presently on display in Kelky Ingram Park in Birmingham, AL. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
- Memphis; Cleaning and repairing the 1964 Jefferson Davis statue located in Jefferson Davis Park.
- Nashville; Cleaning and repairing the 1880 Andrew Jackson equestrian statue located on the State Capitol grounds.
- Pulaski; Cleaning and repairing the 1906 Sam Davis statue located on the courthouse grounds.
Texas
- Austin; Cleaning and repairing the six (6) 1933 statues designed by Pompeo Coppini located on the University of Texas grounds.
- Dallas; Cleaning and repairing the 1897 Civil War memorial located in Pioneer Park Cemetery.
- El Paso; Commissioning and dedicating a new monument to the buffalo soldiers who participated in the Border War with Mexico to be located adjacent to international border. The opposite facade of the base shall feature a relief of a black power fist shattering chains in its grip.
- Houston; Cleaning and repairing the 1905 statue of Richard Dowling located in Hermann Park.
Virginia
- Charlottesville; Cleaning and repairing the four (4) 1924 statues commissioned by Paul Goodloe McIntire located in Charlottesville.
- Petersburg; Commissioning and dedicating a new sculpture of the soldier A.P. Hill to be located at Blandford Church. Such sculpture shall be a bronze cast copy of the 1892 statue presently on display near Monument Avenue in Richmond.
- Richmond; Commissioning and dedicating a new sculpture of the civil rights hero Oliver Hill to be located near the Supreme Court building in Richmond. The reverse of the statue base shall feature a relief of a black power fist shattering chains.
- Rocky Mount; Commissioning and dedicating a new sculpture of the civil rights hero Booker T. Washington to be located near the courthouse in Rocky Mount. The reverse of the statue base shall feature a relief of a black power fist shattering chains
West Virginia
- Charleston; Cleaning and repairing the 1910 Thomas Jackson monument located on the State Capital grounds.
- Clarksburg; Cleaning and repairing the 1953 Thomas Jackson monument and adjacent historical markers located on the courthouse grounds.
- Martinsburg; Commissioning and dedicating a new sculpture to Belle Boyd to be located near the courthouse.
- Union; Cleaning and repairing the 1901 Civil War monument and adjacent historic markers located in the near the John Echols house.
2. A bronze cast copy shall be made of each statue cleaned, repaired, copied, or newly commissioned under this Executive Order for display in the Southern Sculpture Museum in Atlanta, unless a copy is otherwise on display in such museum.
3. All necessary paperwork and covenants to carry out this Executive Order shall be secured by the Attorney General.
4. To offset the costs of this Executive Order, I hereby order the purchase of enough silver bullion to mint 50,000 one ounce commemorative tokens of each of the 90 statue or monument subjects to be sold to the public at a price of $35 per token for an anticipated credit of $32 Million to the PMATF, with a net change to the PMATF of +$37 Million.
5. This Executive Order shall take effect immediately.
