Subsection (d) is clearly and simply a waste of resources – who expects the federal government to reliably investigate birdlike drones when the federal government itself has obviously had a hand in assisting or creating them? Clownery.

The rest of the bill is good stuff but voting for a bill with this in it is unconscionable.
