Did he mean the 10th Amendment?  States Rights?  My Trump Translator isn't always in full gear.

Maybe he meant the 12th Amendment. He will protect the Electoral College at all cost.
Or he meant: I will lose the popular vote, but win the electoral vote.

Maybe he just meant that he is ignorant, and knows nothing about the Constitution.

One of the funniest things about this entire incident, is that it was Republicans that "ratted" trump out as a fool.
The Republicans released this information to the media. This was a private meeting that trump and the others had, and anything said in the room, could have been kept secret.
But thankfully, some felt the need to release this information for all of us to hear ... and know that trump is incompetent and ignorant.
