I ran into someone once who seriously claimed that the only reason the budget didn't balance under Bush by the end, was because he bailed out the banks.

I mean, Trump and co. were making this BS argument too; it's not unique to Bush - most Republicans believe (or at least claim to believe) that any tax cut will somehow cause such a massive increase in business activity and/or income to more than cancel it out.

It's like they looked at the Laffer curve and decided that it went from 0 to 25 instead of 100. And then they also go and cite "muh Laffer curve" every time someone points out how stupid their conclusions are.
