It’s the only area that has mostly elected Democrats to the House since the 1960s. Why is that?

Did it have a large minority population back in the 1960s? Is that what helped Lionel Van Deerlin get elected back then?

That is my best guess - that proximity to the border is why it elected Ds, due to Latinos voting for the party. It "tipped the balance" as you could put it.
(same reason why portions of Southern AZ always elected Ds, and in fact have not been represented by a GOPer in eons)
