It's perfectly understandable that he hasn't used the phrase. As a man whose father and stepfather were both Muslims and who has himself been accused of being a Muslim subversive from Deepest Darkest Africa, Obama knows quite personally how rabidly bigoted the Right is on this issue. He obviously doesn't want to legitimize their bigotry, and I can't blame him.
