In the context of this case, it's very obvious that they were committing voter fraud rather than merely committing a technical violation of Connecticut law on the delivery of absentee ballots. For example, the two districts they were reported to have delivered absentee ballots in had much higher absentee voter turnout than the other districts.
Hopefully Bridgeport just rejects the fraudster and is done with the whole episode.
