Down size the PA state Legislature?

In 1980, IL passed a constitutional amendment reducing the the number of house seats from 177 to 118, while keeping the Senate at 59 members. One protection is that the Each Senate district is divided into exactly two House districts, so it is only when the Senate is gerrymandered, that there can be much House gerrymandering. Unfortunately we do have a very gerrymandered map in IL.
